• The Supplier shall be responsible for providing all necessary personnel, materials, tools, and equipment as well as making all necessary arrangements to ensure the fulfilment of its obligations during the entire duration of the Contract. All specified is requested in the frame of this project in order to make the work complete in every part and detail – as described in technical BoQ Annex 01, 02, 03 (it depends which lot you choose, and you can participate in all of them)/ Ponuđač će biti odgovoran za obezbeđivanje svog potrebnog osoblja, materijala, alata i opreme, kao i za preduzimanje svih neophodnih aranžmana kako bi obezbedio

ispunjenje svojih obaveza tokom čitavog trajanja Ugovora. Sve navedeno je traženo u okviru ovog projekta kako bi radovi bili potpuni u svakom dijelu i detaljima – kako je opisano u tehničkom BoQ Aneksu 01, 02, 03 (zavisi koji lot odaberete, a u svakom možete učestvovati).

• Suppliers must offer materials matching or exceeding the quality specified in Annex 1, 2,3 – BoQ Avenija, Zrinjevac and Vrelo Vrba / Ponuđači moraju ponuditi robu/materijal koja odgovara ili premašuje kvalitet naveden u Prilogu 1,2,3 – Predmjer radova Avenija, Zrinjevac, Vrelo Vrba

• Quotation: The Bill of Quantity (BoQ) (Annex 1, Annex 2, Annex 3) shall be priced and totalled in BAM – and submitted to PIN office as a part of the offer.

The Tenderer shall ensure that all BOQ items are priced and the calculations are accurate. The Tenderer shall bear responsibility for the omitted/non-priced items and inaccurate calculations in the submitted offer. Price for performance of the work is equal to the sum of the item prices in the Bill of Quantity. Total price prepared by the Tenderer, is the main evaluation criteria.

The financial and technical offers must be submitted in 2 separated envelopes. The bidders will be disqualified if the financial and technical offers were not in separated envelopes.

Ponuda: Predmjer radova (Prilog 1 ili Prilog 2 ili Prilog 3 ili sva tri) će se cijeniti i zbrojiti u KM –

i dostaviti PIN uredu kao dio ponude.

Ponuđač će osigurati da sve stavke BOQ budu procijenjene i da su kalkulacije tačne. Ponuđač snosi odgovornost za izostavljene/necijenovne artikle i netačne obračune u dostavljenoj ponudi. Cijena izvođenja radova jednaka je zbiru cijena artikla u predmjeru. Ukupna cena

koju je pripremio ponuđač je glavni kriterijum za procenu.

Finansijske i tehničke ponude moraju biti dostavljene u 2 odvojene koverte. Ponuđači će biti

diskvalifikovani ako finansijske i tehničke ponude nisu bile u odvojenim kovertama.

• Payments will be made to the Contractor in the form of instalments as follows:

• First instalment payment: 15% of the contract value within 7 days from the Contract signature by both parties.
• Every following payment will be made based on the verified and confirmed works

progress and used construction material/equipment quantities, but not more frequently than monthly.

Isplate će se vršiti Izvođaču u obliku rata:

̶        • Prva rata: uplata 15% od ukupne vrijednosti ugovora u roku od 7 dana od datuma

zaključenja Ugovora obje strane.

̶        • Svaka naredna uplata će se vršiti na osnovu verifikovanog i potvrđenog toka radova i količina utrošenog građevinskog materijala/opreme, ali ne češće od jednom mjesečno.

• The Contractor is obliged to provide bank guarantee before Contract conclusion for the period of 6 (six) months after the end of Contract. / Izvođač je dužan da obezbijedi bankarsku garanciju prije zaključenja Ugovora za period od 6 (šest) mjeseci nakon isteka Ugovora.

1. Tender documentation with detailed instructions for tenderers and forms to be filled by the tenderers can be obtained upon request via email procurement.bih@peopleinneed.net. Tender forms and instructions included in tender documentation must be strictly followed otherwise the tender offer might be excluded. / Dokumentacija za prijavu na javni natječaj sa detaljnim uputama za ponuđače i obrascima koje ponuđači moraju ispuniti može se dobiti na zahtjev putem e-maila procurement.bih@peopleinneed.net. Obrasci za prijavu na javni natječaj i uputstva sadržana u dokumentaciji javnog natječaja moraju se striktno poštovati u suprotnom ponuda može biti isključena.

• If any of the Tenderers requires any clarification relating to the tender, such question should be sent to PIN by e-mail to the following e-mail address: procurement.bih@peopleinneed.net If PIN answers the question, all other Tenderers will be copied the answer. Communication will be held through e-mail.

To ensure that PIN could copy the answer to all tenderers, all Tenderers are advised to send their e-mail contacts to the above specified PIN e-mail address, or otherwise ensure that PIN knows their contact details.

In case the Tenderer does not inform PIN about corresponding e-mail address PIN will send the copy of the answer to any e-mail address available to PIN from public sources and then the Tenderer cannot claim that they/it did not know the same information as other Tenderers.

Questions could be answered only until Friday 17.03.2023 at 12:00 PIN does not guarantee that all questions will be answered.

Tender offers should not be dispatched before expiry of the period for questions under the preceding point II. 2. of this notice – if the Tenderer dispatches the tender offer before expiry of that period they/it cannot claim that they/it did not know all information as other Tenderers. / Ukoliko neko od Ponuđača zahtijeva bilo kakvo pojašnjenje u vezi sa javnim natječajem, pitanje može postaviti PIN-u putem e-maila na: procurement.bih@peopleinneed.net. Ukoliko PIN odgovori na pitanje, odgovor će biti kopiran svim ostalim Ponuđačima. Komunikacija će se odvijati isključivo putem elektronske pošte. Kako bi osigurali da PIN može kopirati odgovor svim ponuđačima, svim ponuđačima se savjetuje da pošalju svoje e-mail kontakte na gore navedenu PIN e-mail adresu. U slučaju da ponuđač ne dostavi PIN-u odgovarajuću e-mail adresu, PIN će kopiju odgovora poslati na bilo koju e-mail adresu dostupnu iz javnih izvora te se time smatra da Ponuđač ne može tvrditi da nije znao/la iste podatke kao i drugi ponuđači. PIN na pitanja odgovara do petka 17.03.2023 u 12:00 te PIN ne garantuje da će na sva pitanja biti odgovoreno. Ponude za javni natječaj ne treba slati prije isteka roka za pitanja iz prethodne rečenice – ukoliko ponuđač pošalje ponudu prije isteka tog roka ne može tvrditi da nije imao sve informacije kao drugi ponuđači.

• Each Tenderer shall submit only one Tender offer for this Tender Notice (for one or more lots), either individually or as a partner in a joint venture. A Tenderer who submits or participates in more than one Tender offer for this Tender Notice will be disqualified from the Tender. / Svaki ponuđač može podnijeti samo jednu ponudu za javni natječaj za ovu Obavijest o javnom natječaju (za jedan lot ili više lotova), bilo pojedinačno ili kao partner. Ponuđač koji podnese ili učestvuje u više od jedne ponude za ovu Obavijest o javnom natječaju bit će diskvalifikovan.

• The Tenderer, at the Tenderer’s own responsibility and risk, is encouraged to visit and examine the construction site. / Ponuđaču se predlaže da, na vlastitu odgovornost i rizik, posjeti i pregleda lokaciju gradilišta.

• Tender offer must remain valid for the period of 30 days from the date of closing unless withdrawn in writing before the close of tenders. / Dostavljena ponuda mora ostati važeća u periodu od 30 dana od datuma zatvaranja javnog natječaja, osim ako nije povučena pismenim putem prije zatvaranja istog

• The contract is concluded with the winning tenderer. Should the winning tenderer fail to provide to PIN the necessary cooperation to conclude the contract within the period of 30 days upon the tender results notice, PIN can further negotiate with the second-best tenderer that shall be considered the winning tenderer. Should they fail to conclude the contract with the second best tenderer within 15 days following the notice, PIN is allowed to cancel the tender. Notice of results shall be deemed the third day following the day of dispatch of the tender results notice. / Ugovor se zaključuje sa najboljim ponuđačem. Ukoliko najbolji ponuđač ne pruži PIN-u neophodnu saradnju za zaključenje ugovora u roku od 30 dana od dana objavljivanja rezultata javnog natječaja, PIN ima pravo dalje pregovarati sa drugim najboljim ponuđačem koji će se smatrati odabranim ponuđačem. Ukoliko u roku od 15 dana od obavještenja ne zaključe ugovor sa drugim najboljim ponuđačem, PIN ima pravo da poništiti javni natječaj. Obavijest o rezultatima se smatra dostavljenom treći dan nakon slanja obavijesti o rezultatima tendera.

• Sealed Tender offers have to be submitted to PIN or sent by registered post to reach the PIN office before closing date and time: Wednesday 22^th of March 2023. at 12:00 to following address: PIN Office in Mostar, Maršala Tita 95, 2nd floor, 88 000 Mostar, Bosnia and Herzegovina.

For construction works: please send Bill of quantities with filled in prices – a soft-copy in excel sheet on usb stick and other copy in PDF format/print out – in case of discrepancy between the two versions, PDF/printout prevails over excel sheet.

Bids received after the closing date & time will not be considered.

Zapečaćene ponude potrebno je dostaviti PIN-u ili poslati preporučenom poštom da stignu u ured PIN-a prije roka zatvaranja javnog poziva u srijedu, 22.03.2023.godine u 12:00 sati na adresu: People In Need Mostar (PIN), Maršala Tita 95, 2. sprat, 88 000 Mostar, Bosna i Hercegovina.

Za građevinske radove: poslati predmjer radova sa popunjenim cijenama – jednu digitalnu verziju u excel formatu na usb sticku i drugu fizičku verziju u PDF formatu/ispis – u slučaju neslaganja između ove dvije verzije, u obzir će se uzimati fizička PDF/ispis verzija.

Ponude pristigle nakon roka zatvaranja javnog poziva neće se razmatrati.
