Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
Through its programmes and projects, UN Women is providing technical assistance to national partners (governmental and non-governmental) in the implementation of existing international and national commitments to women’s rights and gender equality, it facilitates networking and exchange of good practices and advocates for women’s rights and gender equality in all areas of life. According to its mandate, UN Women works in five thematic areas, such as leadership and participation, women’s economic empowerment, ending violence against women, women peace and security and governance and national planning fully reflect accountability for gender equality commitments.
UN Women has a three-pronged mandate focusing on normative, coordination and programmatic engagement. Through its programmes and projects, UN Women is supporting national partners (governmental and non-governmental) in the implementation of existing international and national commitments to women’s rights and gender equality, it facilitates networking and exchange of good practices and advocates for women’s rights and gender equality in all areas of life. UN Women also invests significantly in coordination within the UN, with national institutions, civil society organizations and with international development partners. In 2021 UN Women has commenced implementation of its Strategic Note for the period 2021 – 2025, which is aligned with the UN Sustainable Development Cooperation Framework (UNSDCF 2021 – 2025) and is looking to further develop normative engagement with the key partners in the country. Programmatically, UN Women in Bosnia and Herzegovina works in four key strategic areas – Gender Responsive Governance, Women’s Economic Empowerment, Ending Violence against Women, and Women, Peace and Security.
The strategic approach under the Gender Responsive Governance programme component combines the work on gender responsive budgeting, public finance reform, increasing gender perspective in the country’s EU integration process, and supporting institutional commitments and accountability for the national and international normative standards, with the aim of ensuring accountable, transparent governance systems that deliver quality public services and uphold the rule of law. Within the work on gender responsive policy making and budgeting the focus is on sustained capacities in the ministries of finance, key line ministries, parliaments, audit offices and local governments, through implementation of the regional UN Women programme “Transformative Financing for Gender Equality towards more Transparent, Inclusive and Accountable Governance in the Western Balkans” (2020-2025). The main programme approach is transformative financing as an enabling factor for policy and financing actions to accelerate implementation of existing national and international commitments on gender equality and women’s empowerment in the Western Balkans. Using the model of Gender Equality Facility, UN Women focuses on supporting key capacities in the gender institutional mechanisms to influence key EU integration processes, increasing capacities of key sectors for gender responsive policy and programme planning and delivery and collaboration and knowledge sharing between the gender institutional mechanisms in the Western Balkans and EU countries.
The UN Women Country Office in Bosnia and Herzegovina has been supporting relevant stakeholders in the country to advance gender responsive governance and plans to intensify the efforts in this area in the coming period. For this purpose, the Country Office is seeking to recruit a Gender Responsive Governance Associate who will be responsible for supporting the programme planning, implementation, and monitoring, ensuring quality of business processes, as well as supporting the financial monitoring and management, and knowledge building and knowledge sharing.
Duties and Responsibilities
Support to GRG programme planning, implementation and monitoring:
- Compile and draft background information for formulation of work plans, annual budgets, procurement plans, appraisal documentation and proposals on implementation arrangements.
- Compile background information and draft briefs, concept notes, presentations, internal documents and talking points, as required by the programme team.
- Coordinate procurement plans and procedures and communicate with suppliers in line with the UN Women standards, rules and regulations.
- Assist in preparation of draft job descriptions, vacancy announcements, recruitment of consultants, interview minutes, requests for recruitments and requests for contracts.
- Coordinate organization of meetings, field visits, missions, workshops, training and conferences, including the preparation and dissemination of preparatory information, minutes, and follow-up.
- Provide travel arrangement support to the team and consultants, prepare vehicle and security clearance requests.
- Assist with communication with stakeholders, partners and beneficiaries.
- Monitor quality of deliverables and inputs provided by consultants, implementing partners and contracted companies and communicate findings and recommendations to the programme team.
- Collect, analyze and present information for monitoring and evaluation of programme implementation against targets.
Support to GRG financial monitoring and management:
- Provide technical support and advice in preparation and monitoring of project budgets in line with UN Women policies, procedures and donor requirements.
- Monitor utilization, expenditures and available funds, prepare spending plans, budget and awards revisions, and periodic expenditure/financial reports.
- Verify financial documents from implementing partners, including those for advances’ payment and clearance.
- Support periodic and ad-hoc financial reporting to UN Women, donors and other parties, and support operational and financial closure of projects.
- Draft various correspondence concerning finance, operations and budgetary issues as required.
- Provide administrative support in auditing processes and support implementation of audit recommendations.
- Assist team members and consultants, in liaison with UN Women Operations, on financial and other operational matters.
- Act as primary contact for financial and operational aspects of programme implementation and liaise with relevant counterparts for getting additional clarifications/guidance.
- Perform appropriate operations in the UN Women corporate ERP system Quantum.
Support to GRG knowledge building and knowledge sharing:
- Maintain and update programme, administrative and financial files as well as general office files.
- Ensure that all the data, when collecting and compiling inputs related to the programme, are gender and age disaggregated and evaluated from the gender perspective.
- Participate in the trainings for the operations/programme staff on HR, procurement, travel, etc. and organizes briefings for the programme staff where necessary on new internal procedures.
- When necessary, provide guidance to programme staff in business processes, administrative and other requirements and procedures.
- Contribute to knowledge networks and communities of practice.
- Perform any other duty as requested by the supervisor or Representative.

Required Skills and ExperienceEducation:
- Secondary school. Bachelor’s degree in law, economics, social sciences, or closely related field will be considered an asset.
Experience:
- A minimum of 6 years of relevant experience is required (with secondary education) or 3 years (with BA),
- Demonstrated project implementation and monitoring support experience is required.
- Experience working in the area of gender equality and governance, EU integration, public administration/finance reform and/or women’s economic empowerment will be highly valued.
- Experience with the international standards related to the Project Cycle Management and Monitoring and Evaluation of Projects will be considered an asset.
- Previous experience working with UN or other international organizations will be considered an asset.
Language Requirements:
- Excellent English and B/S/C language skills, both written and oral
