About the Western Balkans Programme of People in Need

People in Need (PIN) started working in former Yugoslavia in the early 1990s to deliver humanitarian aid and has remained in the region since to support the region’s social and economic reconstruction and development. Since the late 2000s, PIN has been working with local organizations to promote social inclusion and good governance at the local level. About the role

People in Need (PIN) mission in Bosnia and Herzegovina (BiH) consists of two offices in Mostar and Sarajevo.

In August 2021, PIN launched a new project titled “Mostar” to improve the use of public space and public discourse in the City of Mostar. PIN will lead a consortium of international and local organizations that includes Everyday Peace Indicators, LDA Mostar, OKC Abrasevic, and Nesto Vise to implement the 36-month long project.

Currently, PIN is implementing two multi-annual projects from the Sarajevo office, both funded through Czech Development Cooperation Program.

My Work – economic opportunities for people with disabilities (PwD) was launched in late 2020. It is focused on social inclusion of PwD through their inclusion in open labor market and advocacy for systemic measures that will improve their prospect to exercise their right to employment and generally, to contribute to improvement of status of PwD in BiH.

In mid-2021, PIN launched a 2-year long project contributing to effective waste reduction in the Sarajevo Canton by improving solid waste management, and by contributing to the development of reasonable, transparent and accountable relevant institutions.

PIN is looking for the CFRM and MEAL Assistant who will, under the direct supervision of the MEAL Coordinator, provide support and ensure consistency in monitoring and evaluation processes in Western Balkans based projects. 

The CFRM and MEAL Assistant will support the MEAL Coordinator and implementing teams in order to use technically appropriate monitoring, evaluation and accountability processes and practices, that are aligned with PIN MEAL standards and policies. The CFRM and MEAL Assistant will support project teams in enhancing the MEAL systems, knowledge transfer and learning process in MEAL to improve the quality of PIN BiH and the Western Balkans work.

Duties and Responsibilities

Please note that the CFRM and MEAL Assistant will be fully supported by MEAL Coordinator in order to conduct the tasks listed below.

  • Provides guidance and support to project staff related to the planning and development of MEAL processes (Results Framework, Indicator Tracking Table, Table of project outputs and activities)
  • Ensures consistency in monitoring and evaluation processes.
  • Provides technical support and guidance on developing the indicators, measuring results, and development of data collection tools.
  • Provides technical support to project staff in implementation of MEAL system.
  • In cooperation with project managers, provides support in development of projects MEAL plans and monitors their implementation.
  • Follows up on PIN MEAL tools use i.e. Results Framework and Indicator Tracking Tables.
  • Supports in planning and implementation of Baseline/Midterm/ Endline studies.
  • Supports in data analysis and reporting.
  • Conducts monitoring visits to project activities and produces field visits report.
  • Conducts field data collection (interviews, focus groups) when needed, and enters data in KoBo toolbox.
  • Conducts desk research in support to development of new projects.
  • Performs data processing through Excel and/or SPSS.
  • When needed, develops qualitative data collection tools, and collects qualitative data at field level, using a variety of tools such as KIIs and FGDs.
  • Provides reports on a regular basis regarding project progress, work towards objectives, and indicator tracking.
  • Participates in periodical project reviews and evaluations.
  • Plans and coordinates MEAL and project workshops for partners and other stakeholders, in close coordination with the project teams.

•       Collects inputs for contracts and support contracts’ preparation related to MEAL programming aspects.

•       Supports preparation of regularly scheduled reports.

•       Provides other office support and tasks as assigned by the supervisor.

Accountability and Safeguarding including Prevention of Sexual Exploitation, Abuse and Harassment (SEAH)

  • Carry out the duties in accordance with the PIN Code of Conduct and Key policies (CoC and KP).
  • Participate in training and awareness raising (CoC and KP, Safeguarding, etc.).   
  • Create and maintain a fulfilling and protective environment. 

Suitable candidates for this position should possess:

  • Bachelors (Masters preferred) degree is social science or any related field.
  • 1-3 years of professional experience in the (I)NGO system is desirable.
  • Advanced excel and data analysis and software knowledge.
  • Proven experience conducting and leading on research.
  • Strong data management skills.
  • Proven data collection, analysis and report writing skills.
  • Experience in both qualitative and quantitative data analysis.
  • Knowledge of electronic data collection tools preferred.
  • High degree of rationality; a scientific way of thinking, and a very good grasp of logic.
  • Good communication skills – written and spoken.
  • Strong interpersonal skills.
  • High ethical standards and ability to endorse principals of confidentiality.
  • Commitment to and understanding of PIN’s aims, values and principles.
  • Capacity to meet deadlines.
  • Fluency in English – written and spoken.
