People in Need (PIN) is seeking an experienced external consultant or a team of professionals to conduct a comprehensive analysis of the barriers to employability for persons with disabilities in the cybersecurity sector in Bosnia and Herzegovina. The aim of this research is to enhance the inclusion and employability of individuals with disabilities by identifying the challenges they face and recommending practical solutions.

People in Need (PIN) is a leading non-governmental organization committed to the protection of human rights and the promotion of sustainable development in Central and Eastern Europe. Since its inception, PIN has operated in 24 countries, providing humanitarian aid and supporting development projects. In Bosnia and Herzegovina (BiH), PIN began its work in response to the 1992-1995 war in BiH. Currently, PIN’s initiatives in BiH focus on civil society and inclusive governance, disability inclusion, inclusive education, waste management, disseminating early warning systems and fostering social cohesion.
Objectives of the Study:
The primary objective of this analysis is to investigate the barriers that persons with disabilities encounter in accessing employment in the cybersecurity field. The study will focus on both the challenges faced by individuals with various disabilities (physical, sensory, intellectual, and psychosocial) and the perspectives of employers in the sector. The research aims to:
- Identify educational, workplace, and knowledge-related barriers.
- Analyze employers’ attitudes, practices, and policy gaps.
- Propose practical solutions to improve inclusion and employment for persons with disabilities.
Consultant Requirements:
We are looking for an external consultant with:
- Expertise in disability inclusion and employment, particularly related to persons with disabilities.
- Familiarity with the cybersecurity sector, including employment trends and skills requirements.
- Strong analytical and communication skills, with experience in both qualitative and quantitative data analysis.
- Minimum educational qualifications: The lead consultant must hold at least a MA degree ina relevant field of study (social sciences, economics, information technology, disabilitystudies, or a related discipline).
- Experience in working with marginalized groups, including persons with disabilities.
